you can make a topic in all the forums EXCEPT Notices.
you can reply to ALL topics, including the ones in notices.
topics posted in notices by anyone other than admin will be moved to a more fitting forum, or deleted.

is that clear?
because i dont know how to make it impossible for members to post in notices without making it impossible for a person to at least see them and stay updated.
